Are you planning a demolition project on your residential property? As of December 1, 2020, demolition rules for the city of Portland have been updated. All forms of demolition will require one demolition permit per structure, even if the buildings are on the same property. Additionally, only Certified Deconstruction Contractors are permitted to complete demolition. These contractors are trained in the correct methods to disassemble homes and identify any salvageable materials for reuse.
These rules also apply to lead and asbestos requirements prior to demolition. The requirements include submitting an asbestos survey unless one has already been completed for the residence. If you plan on demolishing a building or portion of a building built before 1978, the contractor must address any lead-based paint. Additionally, to meet lead dust clearance levels, dust suppression techniques must be implemented.
